EDIT: August 2011 is 23 years since the KLF 'burned a million quid'. At the time, they swore to remain silent on the subject "for 23 years"

I know the KLF discussed the burning of the £1m during the In The City conference in Manchester - I was there. It was September 1995 according to Wikipedia, which also states they discussed it in 2000 and 2004.

The actual burning was (so I believe) done on 23-Aug-1994
So, 23 years from that brings us to 23-Aug-2017. Not sure where I got 2011 from!

..it's made me think (as all great art is meant to do) that I've been completely misguided in my love of classic Brit folk-rock.

As any fool will tell you KLF ceased to exist in 1992. It was the K Foundation that burned the money and tried to explain before sealing the contract of silence by spray painting it on a Nissan Sunny and pushing it off Cape Wrath.
Wish it were the KLF
...but I don't think it is. It has made me laugh, though, which the KLF always did. A much under-rated "band" - the White Room is still one of my favourite records ever, and Bill Drummond one of pops great characters whose books are always great reading.
I briefly shared a house with Jimmy Cauty in Brixton Hill at the time of their regular TOTP appearances...a nice, unaffected, shy man who enjoyed a smoke. Happy days.
