Charles Moore is an old-fashioned Catholic and what he's espousing here is the good old-fashioned Catholic social/political theory of "Distributism". My dad used to bang on about this the whole time; it was a big thing in the liberal Catholic circles he moved in in the 50s and 60s - they thought that both the Tory and Labour parties were founded on wrong-headed, harmful principles (state socialism on the one hand, free-market capitalism on the other). There are elements of "distributism" in both Tony Blair's "Third Way" and Cameron's "Big Society". Pretty good explanation on Wiki http://en.wikipedia.org/wiki/Distributism

which I browse quite regularly-and Oborne's Murdoch coverage. It's changed quite a lot since the paper my parents read in the 70s, when Alan Coren made a crack about reading it by candlelight in the 3-day week, and that this seemed somehow appropriate ...
