It's by Tom Waits' daughter, Kellesimone.
Yes it is
She has an exhibition currently showing in Santa Monica. As well as Thatch, she also does a bikini-clad Condoleeza Rice, a rather odd picture of Hilary Clinton and Nancy Pelosi engaged in lady love, and some nice portraits of JFK and Henry Kissenger.
Looks quite good
but you wouldn't want her to paint your doors and skirting boards until she learned how to stop the paint running.
