Don't know why. As there are parts of 1.Outside I love and I find Earthling to be fantastic. But BTWN just doesn't move me. And no I don't have the hazy shade of nostalgia for the Ziggy period. I wasn't alive. But compared to all of his other work, Tin Machine and BTWN was a definite rough patch.
Odd as it may seem I really, genuinely enjoy NLMD. "Zeroes" in particular is fantastic. The chord structure shouldn't work, but it does in Bowie's hands. "Day-In Day-Out" and "Time Will Crawl" are easily up there as being peaks of his 80s output, and the title track is a smooth song that gently works you over with its subtle charm (although not quite as "rapey" as that makes out). There's even a place in my heart for "87 And Cry" with its genuinely unhinged guitar destruction. Seriously, have another listen. There's some good stuff hidden deep within.
NLMD marks the beginnings of a comeback that was marred by one or two duff albums. For a decade lacking many 'great' albums it is relatively painfree and on occasions enjoyable. Though even Bowie has questioned what part he actually played in making the album and has suggested a few of the tracks would benefit from a remix.

I always enjoyed Black Tie White Noise. It has a very muscular sound and it has aged very well. Didn't Mick Ronson play on it?

He got better though. So it's ok.
I suspect
his new-found domesticity took the 'edge' off his music at the time.
Although the quality control had started slipping as far back as Tonight.
I'd go as far as saying BTWN was even worse than Never Let Me Down, though as you point out by 1.Outside and Earthling he had made a comeback.
